Currently a retired Major General, he has served 35 years to the Romanian Armed Forces shaping a successful career.
He retired in July 2022 from the position of Head of Communications and Information Technology Directorate (and CIO) , the top position in the Ministry of National Defense in the field of CIS (Communications and Information Systems).
He graduated Tudor Vladimirescu military high school in 1982 and continued his studies at the Military Technical Academy, achieving his Communications Engineering degree in 1988.
Throughout his career he worked relentlessly on improving his education and expertise through courses in the technical area as well as through management and leadership training.
After graduating the Academy he served for 19 years in the Romanian Air Force.
In 2010 he was appointed as Chief of the Romanian Air Force CIS.
Either in execution or in management positions, he was continuously involved in major national Air Comand and Control projects, as well as in the integration of the mentioned system into NATO air defence, including the adaptation of communications, navigation and surveillance systems according to NATO standards and civil aviation regulations.
Since 2017, in the General Defence Staff he faced many challenges and opportunities. He realized that nothing would be possible without professionalism, dedication and hard work within a determined team.
In the CIS area he coordinated the building of a more agile and better informed future joint force and the implemention of cyberspace as operational domain.
Starting 2020 he made important steps to speed up and consolidate the structure digitalization process in a holistic and integrated approach at the comprehensive scale of the Ministry of National Defense, with a special focus on military operational aspects.
He has a vast experience in inter-institutional cooperation at national and international level, applied on the projects he led in order to increase the information exchange capability and to provide a secure cyberspace.
In the international environment, along his career, he evolved from technical expert level to national representative in international decision making bodies, gaining experience step by step in the application of good practices in the CIS.
He is a retired Air Force colonel with more than 30 years of service in operational structures, General Defence Staff and NATO.
He opted for a military career in 1978 when he went to the military college. Then, he got a degree in avionics and radars in 1988 when he graduated the Military Technical Academy.
He spent the next decade and more in the Air Force maintaining fighters and missiles and lecturing in his area of expertise. During this period, he was involved in a major aircraft upgrading project, an important international training activity for pilots and refined his trainer skills through practice and courses in country and abroad.
His activity in the air domain was completed at NATO HQ and in national command and control entities where he got relevant expertise by actively participating in complex project planning, policy and strategy writing, and international cooperation. He took part in numerous projects and activities that supported the successful accession of Romania in NATO in 2004 as well as the integration of national air defence into the NATO.
A second experience at NATO HQ allowed him to familiarize with the long term strategic planning and the third one meant his participation in the new modern NATO capability development process. He was directly involved in the review of the process and attended many short courses that improved his knowledge and performance in planning and programming.
For five years, he coordinated the international cooperation at the level of the General Defence Staff supporting the deepen the relations of the Romanian Armed Forces with the forces of the strategic partners of our country and the integration of the national military structures into NATO bodies and arrangements.
He retired in 2021 from the General Defence Staff, Communication and IT Systems (CIS) Directorate, where he coordinated the development of the CIS capabilities in the Romanian Armed Forces and promoted the digital transformation at the level of Ministry of Defence.
He is fluent in English and French.
He retired as colonel engineer from the active duty in 2021, after 35 years of military career as Chief of the Communications and Information Technology at the Romanian Land Component Command.
He graduated the Romanian Technical Military Academy in Bucharest in 1988 as Communications Engineer with a major in Special Laser Devices and his first assignment was in the Opto-Electronics Laboratory of the Romanian Institute for Atomic Physics as a Researcher. Here he designs special image microprocessor assisted electronic units successfully implemented aboard the Romanian military attack helicopters, taking the Romanian avionics in a new era. He obtained a 3-rd Researcher degree in Physics in the Satellite Remote Sensing Department for work related to satellite imagery processing with civilian and military applications, and wrote many scientifical studies, published in Romania and abroad, obtaining international recognition for the valuable work in multispectral image analysis.
In 1996 he was assigned to the Military Information Technology Center in the Geographical Information System (GIS) Section. In this Center in 2001 he was tasked to design and implement a Military Information Technology Training Center and subsequently to lead the new center. Here he obtained the many certifications, instructor and examiner degrees (ITIL, ECDL) and prepared IT instructors and students in computer operating systems (Microsoft, UNIX), network infrastructure (CISCO) and network security (including PKI).
In 2007 he was selected for the NATO Headquarters Consultation, Command and Control Staff (NHQC3S) in Belgium, where he worked for three years in the Policy, Architecture and Interoperability Branch being as well Secretary for the NATO Communications Policy Working Group and the NATO Communications Systems Architecture Management Board with notable contributions to the NATO Interoperability Policy and to the NATO Network Enabled Capability concept.
In 2010 he returned in the Communications Directorate of the Romanian Army General Staff, with recognitions for outstanding achievements in the NATO HQ C3S, and led the Communications Branch and later the Communications and IT Training Office, until 2017.
In 2017 he was appointed Chief of the Communications and Information Technology at the Romanian Land Component Command, and his major task was to re-organize the operational communications of the Land Forces, operationalize the new tactical computer network and re-design the Land Forces Cyber Response Center. The successful approach of the tasks was demonstrated in missions, and in technical and operational exercises, in national, multinational and NATO environments.
In 2020 he was assigned to support the newly NATO Headquarters Multinational Corps South East (MNC-SE), by developing the initial communications capabilities of the structure. The fulfilment of the task was demonstrated by the successful achievement of the Initial Operation Capability (IOC) of MNC-SE during the NATO exercise Saber Guardian 2021, where MNC-SE proven communications, networking and interoperability capabilities far beyond the scope of the IOC.
During his rich and long career, colonel engineer Paul-Adrian PETRICA received many acknowledgements and distinctions and was appreciated for his commitment in getting the work done, at the right time and in the best operational approach.

He retired in May 2021 from the position of aeronautical inspector at the Romanian Civil Aviation Authority.
He graduated from Gheorghe Lazăr High School in 1974 and continued his studies at the Faculty of Electronics and Telecommunications within the Bucharest Polytechnic Institute, which he graduated in 1980.
After graduation, he worked as an engineer at IEMI SA for 24 years. During this period he was involved in the production of communications systems in the HF and VHF bands and in the design of new products based on customer specifications. He also participated in the first stage of modernization of NAVAIDS on Fetești airfield.
Afterwards, based on specific training, he became an expert in communications and Ground NAVAIDS in the Romanian Air Force being involved in the upgrading of the Communications and Ground NAVAIDS of Romanian Airbases in accordance with NATO standards and ICAO Regulations. He served in the Romanian Air Force with great results for 11 years.
From May 2015 till May 2021 he worked for Romanian Civil Aviation Authority, as an aeronautical inspector in the ATM/CNS Interoperability Branch.
Throughout his career, he attended various courses such as installation and operation of DVOR, DME, he trained the operating and the maintenance staff of these systems and Global Navigation Satellite System for Aviation (NAV-GNSS).
He has programming skills in C++, Python, and databases.
After more than 31 years in the Romanian Air Force, he retired in December 2022 from the position of Commander of the Center for Command and Control (C2) technical support, CIS, and cyber incident response.
Work experience
He was continuously involved in the development and maintenance of C2 systems, being part of numerous ground-breaking projects. He improved his knowledge by attending many courses on development, planning, and operation of Air C2 systems, understanding through the years the philosophy of what we call "Command and Control Systems".
He had the privilege of coordinating the team of experts responsible for the CIS management in the ROU AF C2 facility. He planned, implemented and operationally tested the new air surveillance and C2 systems, including the tactical data sets and civil-military cooperation. Moreover, he offered optimal CIS solutions for the C2 at operational level.
As a Project Manager he effectively coordinated the CIS part of two important Air C2 modernization projects.
He acted as the ROU representative in two NATO groups of technical experts and was an active member in various NATO technical expert groups.
